We would advise that the planning hurdle is overcome before the building regulation drawings are submitted although competent builders will only give a firm quotation for the work on building regulation drawings and specification. You may find a builder will give an estimate on planning drawings but he cannot be expected to give a firm price until he knows more details of the project.
A free site visit is the first step to discuss the proposed project and a price is worked out at that time.
The usual process, if selected, is to visit site and survey the existing property and take all required details to produce existing and proposed plans and elevations. A meeting is then arranged to review the proposal and work out the optimum solution.
